OBJECTIVE OF THE POSITION: 

The Monitoring & Evaluation, Accountability and Learning (MEAL) Coordinator will be responsible for leading the implementation and revision if needed of the program’s Comprehensive Monitoring and Evaluation Plan (CMEP) and information system to track delivery against outputs, outcomes and impacts. S/he will lead analysis of data collected for the assessment of progress and improvements. S/he will also guide reporting processes amongst technical staff and consolidate program reports, promote learning and knowledge sharing of best practices and lessons learnt and the use of data for programmatic improvement. S/he will support all the technical staff in MEAL functions and will manage any MEAL related staff in the project. This is a leadership role of the project team.

 

 

MAIN AREAS OF RESPONSIBILITY: 

 

Working under the MEAL Project Director to whom he/she is accountable for the performance of the CACAO project. He/she will place particular emphasis on the technical implementation of Monitoring, Evaluation, Accountability and Learning activities as defined by CACAO within cooperative societies, in his/her area of coverage and in collaboration with other members of the project team.

 

The main responsibilities of the MEAL Consultant:

  • Coordinate data collection and monitoring of CACAO project activities in compliance with CMEP requirements (global monitoring and evaluation plan).
  • Plan, implement and coordinate data collection from social workers (case management reports), cooperative societies, Child Protection Committees (CPEs) and Village Savings and Credit Associations (VSLAs), and the monitoring of the CACAO project's MEAL activities, in particular the monitoring of the implementation of cooperative societies' action plans, the monitoring of the operation of accountability mechanisms under the technical guidance of the Country Office MEAL Coordinator.
  • Initiate, plan, coordinate, monitor and evaluate the recording of data collected in the various databases created for this purpose (Annex A, PRIME, Project on Track, IPTT etc.).
  • Lead the monitoring of quality benchmarks developed by the CACAO project.
  • Initiate, plan, coordinate and monitor the collection of evidence from the CACAO project: Lessons learned, success stories, most significant change, best practices, etc.
  • Oversee the implementation of action plans (cooperative societies, women's groups, community radio stations, etc.) and social workers, educational actors, government entities in charge of community development in the area covered.
  • Supervise partners to ensure punctual execution of work plans, while respecting common ICS approaches and deadlines.
  • Lead the monthly and weekly planning of MEAL team activities.
  • Ensure the documentation of knowledge (best practices, lessons learned and case studies) resulting from the implementation of the CACAO project in its intervention area. 
  • Program management
  • Ensures continuous analysis of the CACAO project's performance in the intervention zone.
  • He/she informs his/her line manager of difficulties encountered and solutions found.
  • He/she contributes to the TPR's reporting to donors by collecting and managing data and filling in supporting documents.
  • Ensure the operational planning of the project's MEAL activities.
  • Ensure the implementation of MEAL activities within the deadlines set out in the work plan.
  • Initiate the ToR of studies (research, evaluation and assessment) planned in the CACAO Project and ensure a good implementation

NB: The tasks and responsibilities listed above are not exhaustive and the incumbent may be required to perform other related tasks according to the requirements of the service.

QUALIFICATIONS AND EXPERIENCES 

  • Bachelor’s or Master’s degree (preferred) in statistics, demographics, public policy, international development, economics, or related field. Master’s degree or Bachelor’s plus an advanced certificate in M&E, statistics, economics, or international development preferred.
  • Minimum of five years of professional experience in a MEAL position responsible for implementing MEAL activities of international development projects.
  • Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
  • Experience in planning and managing various studies; for example, performance evaluations, baseline studies, case studies, and gender/diversity-related studies.
  • Experience designing and managing multiple disaggregation variables for participant monitoring and database systems, including gender and age.
  • Experience in strategic planning and performance measurement, including indicator design, target setting, reporting, database management, and developing M&E and/performance monitoring plans.
  • Experience in designing and administering data collection tools, conducting data entry, data cleaning, data processing and analysis.
  • Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.
  • Experience managing and providing ongoing training to M&E field managers and/or sub recipients.
  • Experience with data quality assessments and oversight.
  • Demonstrated ability and skills in analysis and report writing is mandatory.
  • Understanding of gender mainstreaming and analysis frameworks and development of indicators pertaining to adolescent girls’ and women’s economic empowerment is preferred.
  • Fluency in English required.

Essential

Ivorian nationality with knowledge of the national context of the fight against the worst forms of child labor in the country.          

  • Good knowledge of children's rights.
  •  Knowledge of Ivorian laws and policies on child labor, hazardous work and authorized work would be an asset.
  • Experience working in the western regions of Côte d'Ivoire expected.
  • At least 5 years’ experience in data management and/or monitoring-evaluation in a similar position.
  • Good knowledge of performance monitoring of project indicators Good knowledge of Windows, Word, Excel and Microsoft ACCESS;
  • Working knowledge of KOBO, ODK Collect, Power Bi would be an asset.
  • Ability to work independently as part of a team
  • Ability to make relevant analyses 
  • Experience in quality data reporting, in particular activity monitoring reports.
  • Ability to communicate clearly and directly.
  • Ability to work under constant stress.
  • Experience of working or collaborating with Save the Children or an international agency.
  • Strong writing skills in French required.
  • Good communication skills
  • French reading, writing and speaking
  • Ability to work with children and communities.
  • Honest, encourages clarity and transparency.

Contract length: 12 Months renewable (subject to performance and funding)

Position level and remuneration: 

This position is opened both nationally and internationally.

The gross monthly salary for this position is between 791.103 F CFA and 1.186.655 F CFA per month.

The setting of the remuneration will be based on the level of responsibility of the position, the candidate’s experience and internal equity.
